This heist is more generous when it comes down to shooting down cameras. I think you can get close to taking down all the cameras in the compound without getting punished.
When I'm doing setup 4 the sub won't spawn in and I tried turning on online map on but that did not work
Once outside, kill the guard standing by a bike, grab it, clear the checkpoint, then after a bit of road park to the right side and kill the tower guard to your right. Drive cutting through the twisty road and past the road-fence (idk the exact name lol), until you're at the docks.

Good point, but it might be best to have something with the guard outfits. That will make it significantly more consistant. If you get a guard outfit on the docks, you can go in from there, take the outfits, take the boat back to the grate, and the rest of the heist is a cakewalk.
Clue: the bolt cutters always spawn near a red toolbox. Gamers Heroes spotted the cutters on a table in workshop at the airport, on top of plywood near a tower, and along the canal. Other players also found the cutters in the wheat fields and near a building.

While players may choose to explore straight into the heist right after the introduction on the island, they may also grab all POIs to get more opportunities and options to snatch great loot.

Still getting the scope out glitch where the Velum doesn't register when flying to the yellow corona. Getting sick of doing the whole thing twice every time. Plus having to restart the app. to get the scope out available again. Link to post
that might explain why the carrier shows up off the island if you do the "gather intel" mission while it's active in the lobby. I've done it a few times. you can get out to it and steal a laser or cargobob. I haven't tried to parachute.
